They don't have water troughs that I have seen, never have hay. I don't know what they're eating but it is mostly bare ground and really tall weeds (guess the horses don't like those?)
In a single year, they've had 2 horses get out and get hit on the very narrow (blind curve too) road.
Animal services only care about dog fighting when they come look.
