It will take time for enough people to be using the paid relays to stop using the free ones. We're not there yet. Ultimately the free relays will have to either get external funding or go paid because the traffic will grow so much that it won't be sustainable. Somebody has to pay the bills for the hardware and the bandwidth. Once a plurality of relays are paid it will be safe to turn off the free ones and stick to the paid to get rid of the spam. For now it supports relay operators moving to paid so we get to that goal in time.
