It's a crime if an individual does it. If major German magazines portrait Elon Musk with a Hitler Moustache on their cover, that's fine. If Ursula insults Putin, it's fine. Basically, you can meme all you want as long as you don't meme our overlords.
Also, the fact that they're using an obsolete section of §5, German Grundgesetz, to invade peoples home is outrageous. German politicians aren't royalties so "Majestätsbeleidigung" (insulting a majesty) does not apply.
