If you can create an atmosphere on Mars, you've more than got the tech to run fixup on the atmosphere here on earth. If you've got the tech for domes or caves on Mars, you can do that here without having your supply chain spread out over interplanetary distances. There's basically nothing you can do on Mars you can't do easier here, with the added bonus that we know the gravity isn't an issue.
