The whole point of HS2 is to get high speed/intercity traffic off the congested tracks that are used by commuter/short-haul/freight trains. High speed trains need much longer separation for stopping, so grab extra traffic slots.
HS2 will enable the existing network to carry vastly more trains, AS WELL AS carrying its own high speed services.
We need it the way Japan needed Shinkansen in the 60s and France needed TGV.
