HAMs would love it if only licensed people could buy radio equipment, and will do everything, except lie, to prevent such complicated machines from "falling into the wrong hands".
People buy Beofeng UV-5Rs, and use them for FRS and GMRS frequencies. I use mine as a scanner, including HAM frequencies.
