They do; basically all games from before c. 2000 AD are packaged with emulators nowadays. The problem is that gamers insist on using 'emulation' to mean 'piracy'. I regularly see people who think Nintendo overcharges for retro games unironically saying "Don't pay for this. Emulate instead", and I have to resist the urge to say "But this is emulation".
