I think you're misunderstanding. Ukraine isn't allowed by the West to strike factories, launch sites, equipment and such in russian territory. Russia does whatever the fuck it wants while Ukraine has dumb restrictions on striking military targets, just because those are behind a border. It gives russia a very advantageous position. Disarming the enemy is not bullying, it's self-defense. Nobody is trying to invade russia.
