I restart the modem. I restart the set-top box. I look up our ISP's website to see if there's any known outages or problems.

Nothing. The situation remains exactly the same.

I perform a "software reset" on the set-top box, which downloads the firmware again and performs a factory reset.

I'm messing around with all this for 30 minutes or so and I make absolutely no progress whatsoever.
