1) If US did it.....in Russian airspace....what does that say about the safety of any Russian plane? Makes Russia look weak/exposed.

2) If Putin did it....that he's willing to kill a plane full of civilians to get one guy? Appears desperate - tyrannical.
or
3) If an internal Russian force did it...without Putin's knowledge that it exposes weakness in Putin's ranks.
