If you believe that, than in my mind there can't ever be economic incentives to run a relay. And I don't think that can possibly be true.
Not everyone will want to run their own relay, it won't make sense for everyone to run their own relay. Not everyone will be technically equipped to properly maintain a relay of their own. of even clients of their own. But if there is value in the network they will want to be part of the network, they will need third party clients and relays for that.
That translates to economic incentives to run relays and clients. Maybe given the size of the network the incentives are not attractive for a broader set of would be service providers, but its another thing entirely to say that there are no incentives.
