You realize that the carbon credits are purchased by other manufacturers, right? If Ford wants to manufacture an F-350, they have to buy the credits from the government (or an industry exchange) and then a carbon-negative company can apply for credits and collect from that fund.

It’s a tax, but it’s not necessarily from individual taxpayers, but buried in the cost of manufacture. Go check the California carbon credit system (or compatible systems like Quebec.)
