That's modern though, and they set it up that way.
What if I told you that withholding and payroll taxes are a scam too.
Employees don't actually pay the tax. The employer does. The employee receives a "book entry" (Pay stub / w-2) showing what "they paid."
The actual purpose was so that oligarchs could get the government to build and/or maintain the roads, etc, they needed to bring the labor to their factories and to move the goods to market, so they could profit.
They wanted to create the illusion that labor had a vested interest in their vision by creating the illusion of being taxed. In reality, income tax is just an excise tax on labor paid by the business.
So instead of paying attention to what they're doing, people now argue about how much tax they pay, and fall right into the trap.
