I really don't think that's limited to capitalism. Any monetary system is going to give inordinate amounts of power to the people who control the money. Whether warlords pushing it on peasants to justify paying their soldiers, warlords driving peasants down into the gold mines to extract more gold for money printing, or even Soviet style collectives, deferring all decisions over funding to the few elite Soviets. What's his name... Mayer Amschel Rothschild once said, "Permit me to issue and control the money of a nation, and I care not who makes its laws!"

Capitalism quickly ends up with everyone in crippling debt, enslaved to their capitalist masters, even if said masters can't print money all willy nilly. Either can be a hardship, combined they seem disastrous, but they are not the same thing.
