This is happening, and its completely allowable, because the goal isn't to prevent Russia from selling its oil, thereby raising the cost of oil globally - and the potential for Russia to profit off of unregulated sales.
The goal is to cap and strongly curtail Russian profits, while not decreasing global oil supply.
There are LOTS of ways to tighten sanctions, but I am unconvinced that trying to rein this in would be productive. It could actually benefit Russia.
