It was because the American government had already lied about staying out of a World War and was about to do so again. Fighting against the Germans was deeply unpopular and some Americans even supported them. Father Coughlin was the #1 radio host, America First and Charles Lindbergh were popular, and they all cautioned against entering the war.
What the government (jews) needed was an excuse to blow past all the hesitancy, like an attack by racial strangers.
An admiral wrote down explicitly that FDR wanted war with Japan as an excuse to also go to war with Germany, but the president was clear that America must not be seen as having thrown the first punch.
