One thing that might help, is for non-devs to understand that issue trackers are set up to issue noisy alerts. In case urgent security bugs are reported. So every time an new issue is opened, the devs get a notification. In some situations, every time there's a new *comment* on an issue. Nolan Lawson wrote a poignant blog piece describing the emotional labor of trying to respond to all these notifications, which everyone who uses Free Code software needs to read.
