not really, cargo is "special" as iirc the default for cargo was to pull the dependencies from the git remote's main branch rather than tags or even pulling from the "centralized" package index, i think they changed that behaviour but there is still some complaining about how the dependencies get vendored while pip is easier to wrangle iirc.
