maybe the large number of options rather than a simple binary, or that it's a choice they haven't made before (unlike say, what to have for dinner) or they have limited information (too many unknowns), or the information isn't organised in a way that the right choice is easy to determine (a table, a score), or they can't separate irrelevant information from relevant information so it seems like there's a big mess of confusing information.
