Why yes it does, although it's largely background/backstory.
For years Greg was used, to a certain extent, as Corps propaganda: honest, upstanding, good-looking, and intelligent. The clear-eyed responsible face of civil defense. And then he resigned his commission and uncovered some information that made the whole government - not just the Corps - look pretty bad. They really, really want to discredit him, but given the media darling they'd built him into, that's not an easy task. And by virtue of the ratings he's brought them over the years, the news streamers love him and would much prefer to tear down the government than report unsubstantiated rumors.
So the government's sent someone to discredit him, whatever it takes.
