A while ago, I commended on how Windows 11 uses just a tad bit more resources than Windows 10.

I use Windows IoT Enterprise Ltsc, which is, basically, what became of Windows Embedded (in my opinion). It includes no Microsoft Store or general apps, bundles, AI, etc. It's just bare-bones Windows (the way Windows should be). This makes for a good baseline, in my opinion, since anything above this would be using other features and added resources along with that usage.

My DELL T3610 is about to be 11 years old. I've upgraded it with an Intel Xeon E5-2673 v2 with 8 cores, 16 threads. The base clock is 3.30 GHz, but it has a max boost speed of 4.0 GHz. I also performed a minor upgrade to the GPU (video card), giving it a basic, but more modern AMD RX6400. Lastly, with a RAM total of 64 GB (DDR 3, because it is 11 years old).

At idle, my CPU is always at boost, but nothing critical. At idle it ranged between 3.36 GHz and 3.51 GHz, with it usually sitting around 3.40 and 3.42 GHz. I am also always using at minimum 4.5 GB of Ram, at idle, which mean I am using 7% of my RAM just to keep the system on.

How is the performance?

Despite all this, not bad. I can surprisingly still game on this system. When compared to Windows 10 to Windows 11, obviously Windows 10 tend to use less resources, but that does not tell the whole story. I have noticed sometimes Windows 10 appears to be faster, and sometimes Windows 11 seems faster. It really depends on the task I am performing. Windows 11, much to my surprise, does boot faster, if that is something you're worried about. If I had to pick a winner, it would be hard, but I think Windows 10 is still a little more "snappy" overall. I expected that (obviously), but I presumed incorrectly that I would notice a wide gap between them, and I've not. That truly does surprise me.

Having said that, historically, Microsoft is known to introduce updates overtime, that will make your PC appear slower. We know today, Windows 11, technically does not need that newer motherboard or CPU, yet Microsoft still required that, and while they claim it was for security, I say it was to drive hardware sales, the same way the updates tend to slow you down over time.

That all said, I still prefer my Ultramarine Linux (KDE Plasma, edition). It just works, and I don't need to think about what new, evil, twisted thing Microsoft may do in the future.
