It does LOOK very much as if it were taken from the surface doesn't it?
There's even an animated image sequence that shows what looks like "snow" as material leaves the surface, IIRC.
Really adds a sense of "being there".
But yeah, it's actually from orbit and by an ESA spacecraft. Orbit is not so far away when it's a comet!
