The most severe repression occurred after 1863, when Russia further restricted the use of the Ukrainian language and culture, reacting immediately to any attempt at national consciousness. The authorities organized mass arrests and deportations of kobzars, and those who continued to perform were often punished with execution or exile. In 1876, Russian government passed the so-called “Ems Ukaz,” which finally banned the public performance of Ukrainian folk songs, including performed kobzars.1/6
