Burning one horse would not generate any thrust, since a living organism cannot produce the same sort of reaction as burning rocket fuel. As previously mentioned, rocket fuel is a combination of volatile chemicals that create an exothermic reaction when ignited, which releases energy and thrust. A living organism cannot produce this kind of reaction, thus it cannot generate thrust.
