Abrahamic tradition religions? examples are to numerous to count.
Buddhism? look at the Rowhingya (and FWIW Ahimsa (https://en.wikipedia.org/wiki/Ahimsa?wprov=sfla1), a eprinciple of non-violence is foundational in other religions, including Hinduism.)

Satan quoting scriptures, maybe? Or just humans who are so good at making and following rules, as long as they personally benefit from said rules?
