It seems to me the solution is fairly simple at its heart:

Stop taking stuff away from people who already have very little
help people find safe homes,
not a shelter,
not a treatment centre:
a tiny corner of the universe that is theirs and that they can leave and come back to, where they and their stuff is safe.

Let’s treat the houseless as people first.
