It’s made strides but I don’t understand how it could stay this bad if Apple actually ate its own dogfood, which made me joke about if they used it at all in years past.

I want to like SPM but it’s probably the worst modern-ish packaging system. Even Python does better and it’s a small dumpster fire. I don’t see how SPM could be this bad this many years on if Apple actually used it themselves.
