Addendum: it is worth noting however that the conclusions here are somewhat sensitive to the hypothesis that the external uncertainty is applied in an additive, and uncorrelated, fashion. If, for instance instead the effect of the shock is to double existing risks, for instance converting the "safe" 5±3 option to a 5±6 option, and the "bold" 9±10 option to a 9±20 option, then this effect outweighs the sub-additive risk effect and makes the safe action strongly preferable again.
