What I understood and I may be talking nonsense. Zero base rate allows you to send small amounts at zero costs, since the ppm applied results in less than 0.001 sat.
This allows you to transfer high amounts at no cost due to the division into multiple payments. It generates a large processing cost only and without reward.
I think the problem is that the base rate is in sats and not in msats. Because for many payments only 1 sat is very expensive.
