The real way to lower abortion is to ensure there is a safety net for new mothers. Abortion isn't fun, and the narrative that there are people who are happy to use it as plan a is frankly insulting to women in general. But if having a child wasn't so dangerous, expensive, etc, then women might do it less, if that's even a real concern.
Of course, it isn't. It's just about controlling people with uteruses.
