There are no protocol limitations as far as I am aware; just supply and demand.
My practice is to wait for a quieter spell, when the fees fall. Then slap on a middle to high fee offering relative to that particular time, then bang! My transaction usually gets into the next block pretty reliably.
I usually end up paying around £0.10 - £0.40 per transaction, which is fine by me because I almost always get a fast service for that.
I find early hours GMT give me more frequent low-cost windows, but to be honest they open up to some extent at all times; just harder to catch and maybe for a shorter duration. I've seen fees go from 50 sats to 4 sats in the blink of an eye.
