Your assumption that test scores are the determining factor is incorrect. Affirmative action reduced white applicants with inferior test scores to be admitted over people of colour with superior test scores. Even with affirmative action, it still happened, it just happened less. People of privilege and family history with a university are favoured, and they are overwhelmingly white.
