Well ... the main idea of steganography is that it shouldn't be detectable. *But* I'm proposing here, or rather trying to, something very weird: *publishing* with that property. It's almost a contradiction in terms. Except I'm imagining that the censor might not be able to realize what has happened before it's too late. (So in your example imagine M6 cannot be found quickly or easily). Unless the censor delays everything by the corresponding time period, I guess; maybe at that pointit is a logical impossibility indeed.
But anyway it's not like I actually know how to do it...
