I can't imagine him being signed by Liverpool under current conditions, for all the reasons you listed and more.
It's still very odd that the rumour has been persistent for so long, (possibly for more than a year, or years).
Fabrizio Romano's correspondent in France says that Liverpool did look into the numbers, but that could just be due diligence if Mbappé was desperate to leave PSG and initiated the move himself.
