I've heard of this sort of scam in NY before. A friend was on a council looking into taxing commuters who drive in, to reduce congestion. There were lining up a huge contract with IBM and MSFT to put in expensive license plate reader's everywhere and all the networking infrastructure to support it. My friend asks "we already have a tax for parking garages. Why not just bump the tax a few points." He was immediately kicked off the committee. This is probably just another kick back deal.
The privacy aspect is probably not even their primary driver. It's always about the money. You can almost see it in his face. He's got perfect cover to spend a ton of taxpayer dollars, and reap whatever "indirect" benefit can be derived.
