If a block has 2 txs, one depending on the other, they have to be properly sorted within the block. In other words, the first tx should be placed before the second one that spends from the first.
That didn't happen with this block, hence it's invalid. No issue for the network, just wasted energy by the miner.
How did it happen? I have no idea, it's weird that something so simple got mixed up. Perhaps the txs had something uncommon that made the miner's software to mix them up.
