I would give them the benefit of the doubt and put it down as a lack of awareness, rather than being lazy (they bothered to line them up after all) or malicious. Going through a complaint form may leave a bad mark on employees' records and cause resentment.

Next time you see them working this route, just explain in person how they had inadvertently made the zone inaccessible. They probably will come up with a solution sooner than the complaint form or the city council could.
