It's just one aspect of how gov't services don't actually serve all the public they're meant to serve. And how emergency services are failing disabled people... There's such stubbornness around it and a sort of blasé ableism that blames disabled people for their own deaths in emergencies where the warnings and information aren't even communicated accessibly, where the emergency plans aren't inclusive.
