At that point Microsoft had to learn, Win32 is here to stay, and the only way to get people to use ARM is to emulate software. But the driver selection on ARM Windows is total dogshit still; printers can only work if they are IPP/new driverless ones or use a language like PCL6.
Also the early hardware selection was poor and marketed to one thing only: built in WWAN and battery life. But once the AI fad kicked in Microsoft is using AI to sell the idea of ARM Windows devices to OEMs now as Super AI Copilot+ devices. That's the only thing that's made them build them en masse.
