My opinion, for what it is worth, is:
I think it really does mean "business" in the commercial sense. No need for a legal entity (as it does recognise that a provider may be an individual), but the ambit is "business". Why? Well...
... I think Parliament simply failed to consider the possibility that anyone might run their own services for fun, or for non-business reasons.
