This probably isn't the same thing, but there is a big Wendy's franchise in Ohio that "hires" disabled people, mostly those with intellectual disabilities, at subminimum wages, only it is considered training. Corporate group homes farm their labor out to them and then get a cut for the costs of services to get them to "training." It's a racket. Some have been in "training" for years.
