One problem is the fediverse itself and Mastodon in particular not offering any good enough tools to moderate racist abuse (or any abuse). Circumventing blocks is too easy so even if an instance has excellent moderation they will be overwhelmed.

Your reply indicates you're part of the problem as you didn't even know your suggestion is pointless. It won't stop abuse at all. On top of that, most white people here think everything is fine so don't do anything, not even getting informed.
