When I first made oden as a child, I added the fish cakes in the hot broth and kept at a rolling boil. I wondered why my oden never looked like the ones in restaurants, but I found out later that fish cakes shouldn't be boiled.
Since fish cake is a semi-cooked food, it's enough to just heat it up. The most accurate expression would be to soak it in hot broth.
