I tend to agree with you, any PC that you can buy on a store can run older games, but once you hit the Steam Store (Sorry, this is literally what gaming is now) it falls apart very quickly, even with the latest integrated GPUs.
You need 3D calculations and memory to run an old Tomb Raider title or City Skylines.
