So cop#2 just glances at cop#1 at the far end of the restroom and immediately runs for the narcan. I'm not an expert, but how did he know from a short glance from a distance that it was an overdose and not say a heart attack or something? Did the other cops perhaps know that Morales was a druggie?
And the only thing that happens to Morales that he's told to resign. Isn't destroying evidence a crime?
