If you want it to be genuinely FOSS, you have to give up the dream of closing the SaaS loophole. In that case, again GPL/etc.
If you still want to close the SaaS loophole and are willing to be non-FOSS (because closing the SaaS loophole properly and without stupid tricks requires that) then you'll have to choose one of the stronger, non-OSI licenses on that front. I'm not particularly well versed in the available options though.
