An independent, locally-owned newspaper is more likely to maintain a social license from the community they serve. They're more likely to be read and believed by people in that community, and they're more likely to attract local advertisers.
They could even become platform cooperatives, co-owned by their readers, or by the journalists who work there. Running their own local print rooms and webservers on premises, and maybe even doing printing or hosting websites for local organisations.
