i can vaguely get pedal assist, but then my (admittedly minor) issue is just how broad of a spectrum that can be (in terms of how much assist there is) and how easily it can be abused, but honestly i don't really care that much about PAS
as for motorcycle permits, i suppose it really comes down to where you are but I'd argue for something with any reasonably-powered motor with a throttle you should need at least a little bit of safety training and barrier to entry.
