Yup, bitcoin is always in one of two states:
- not spent
- spent
While a transaction is pending, it is still "not spent".
Wallets handle this in a few ways:
- some might keep track of it and rebroadcast an unconfirmed transaction from time to time.
- they often don't let you spend from a utxo that is in a pending payment... Although technically you can always create follow-up transactions or replacement transactions, it would be very hard to provide these features to users without confusing them. Easier to just tell them to wait.
- some just don't care. If the transaction disappears from the node you are asking about pending transactions to, your wallet might pretend that the transaction never existed. 👻
