There's two groups that I can assume this applies to but I won't say them.

In any case, yes, even groups that collectively are unfortunately a "net negative" for humanity the best ordeal is to bring its better members to the limelight, and encourage the rest of the community to act like the better members.

That being said, I don't think killing them is moral since they are humans, The Almighty will resolve all wicked groups in due time.
